Following the devastating events of September 11, 2001, Southam was approached about using its codeset developed for HCTI to help law enforcement identify authorized drivers of commercial trucks carrying fuel and oil which was something to be concerned about in the days following 9/11.  Partnering with two other firms located in the Denver area, Southam reengineered the code and formed the Transportation Safety Institute, a national database and ID card program for commercial hazardous materials truck drivers. Before TSI, if a law enforcement officer stopped a fuel oil truck with 10,000 of highly explosive material, how would they know this driver was supposed to be driving this truck?  TSI solved the problem and issued secondary ID cards to authorized drivers to supplement their other documents and verify their authorization to be driving said load.  TSI was sold to Quality Rail Services, Inc. in early 2003.
